I did notice that (ALEXGATORFAN) had a similar design.to what I had made , so I did use some of his parts and modified them to save time.

I recommend reading this and doing a dry run to make sure you understand my lame instructions,
take the (tri Mount) put a 1/4 20 nut into slot then put a bolt in bottom to hold nut in place, couple drops of your favorite glue to secure the nut, then remove the bolt.
now add some glue to the grooves on all 3 sides of the Tri mount and insert it into the TRI mount part B.
Next take a 30x10mm bearing, make sure it spins easily before assembly. insert it into the bearing box .place the small round disc on top of bearing to sandwich it all together. once again couple drops of glue to the disc to keep it all together.
now gently tap the bearing assembly onto the TRI mount center post.
now the whole assembly will mount on a tripod. and the bearing should spin freely.
glue the Holder on top of the bearing box( keep in mind there is a hole in the Holder to secure your meter. so make sure you don't cover it up when gluing the twp parts together.
Finally glue the tail connector to the front of the tail, there is a slot in it for the tail, just can't see it in the picture unless using 3d view.
the hole in the holder and in the tail holder is a 1/4", so you can get a piece of 1/4 wood, cut it to desired length and sand it to fit and you are done
